Board Members

Please find below the members of the Board of the Essex Regional Retirement System.  The Board is comprised of members who are elected or appointed in accordance with the provisions of Massachusetts General Law, Chapter 34B, Section 19A (MGL C.34, S.19A).  The Board typically meets on the last Monday of each month at 8:30 a.m., at the offices of the Essex Regional Retirement System located at 491 Maple Street, Building 200, Danvers, MA.  
 
Below are the ERRS Board members and a brief description of their position on the Board.

 

Tracy Blais

Tracy A. Blais, First Member
Town Administrator, Town of Newbury

Tracy Blais serves as the First Member of the Board, who is chosen by a weighted vote of the chief executives and chief administrative officers of the retirement system. Ms. Blais was previously the Finance Director for the Town of West Newbury and has been the Town Administrator in Newbury since 2011.  Ms. Blais' term expires on December 1, 2026.  You can contact Ms. Blais at tblais@essexrrs.org.

Kevin A. Merz, Second Member
Treasurer-Collector, Town of Ipswich

Mr. Merz serves as the Second Member of the Board. The Second Member is chosen by a majority vote of the Advisory Council. Mr. Merz also serves as Chair of the Advisory Council.  He was first elected to the Board in 2009 and is the longest serving member of the ERRS Board.  Mr. Merz's term as a Board member expires on December 1, 2024.  You can contact Mr. Merz at kmerz@essexrrs.org.

Susan J. Yaskell, Chair
Elected Member
Retired Town Accountant from West Newbury and Groveland

Ms. Yaskell is an elected member of the Board. The two elected members are voted in by the active and retired members of ERRS. Ms. Yaskell currently serves as Chair of the Board. The term of office for this position is three years. Ms. Yaskell's current term expires on December 1, 2025.  You can contact Ms. Yaskell at syaskell@essexrrs.org.

Kathy Carleton

Elected Member
Retired Retirement Counselor from ERRS

Ms. Carleton is an elected member of the Board who was represents the active and retired members of ERRS. Ms. Carleton previously worked for the Pentucket Regional School System, the Town of Boxford, and the Ipswich Public Schools.  Ms. Carleton worked for ERRS from 2011 to 2013, and from 2015 to 2021, primarily as a Retirement Counselor.  She was elected to the Board in November of 2022. The term of office for this position is three years. Ms. Carleton's current term expires on December 1, 2025.  You can contact Ms. Carleton at kcarleton@essexrrs.org.

Vincent R. Malgeri, Vice Chair
Fifth Member

Mr. Malgeri is an attorney and is employed with the Andover Contributory Retirement System. Mr. Malgeri serves as the Fifth Member of the ERRS Board. The Fifth Member cannot be an employee, retiree, or official of ERRS and is chosen by the other four Board members. Mr. Malgeri is currently the Vice Chair of the Board.  The term of office for this position is five years. Mr. Malgeri was reappointed to a five year term by the Board in 2020.
